Accident Investigation Team Leader ACTAR
Sergeant Tim Neumann holds a Bachelor of Arts in English from the University of California, Santa Barbara and has been actively investigating automobile collisions since 1998. He is currently the supervisor of a Multidisciplinary Accident Investigation Team Leader and has over five years of experience in collision reconstruction.
Sgt. Neumann has been a fully accredited accident reconstructionist by the internationally recognized Accreditation Commission for Traffic Accident Reconstruction as well as in California since 2005 and has testified as an expert witness in collision reconstruction in several counties within California. His prior experience includes service in the Office of Internal Affairs as an analyst for departmental adverse actions and Peace Officer Procedural Bill of Rights Act issues, also as a subject matter expert for surreptitious recording, and accident review officer. He has authored departmental policy and legislative proposals relative to alcoholimpaired driving in California.
Sgt. Neumann has been an adjunct instructor in traffic collision investigation for the Allan Hancock College Administration of Justice Program in Santa Maria, California since 2007. He is a member of the Central Coast Collision Investigation Consultants based in Paso Robles, California, and is a POST-certified academy instructor. Tim has been an active speaker at collision investigation meetings and conferences in California. He has been recognized by Mothers Against Drunk Driving for impaired driving arrests. He is also an active member of the California Association of Accident Reconstruction Specialists (CA2RS).
